Mr. Arvydas Guogis is a distinguished professor and researcher in the field of public administration, renowned for his expertise in social policy, social security, the welfare state, public governance, and administration. Born on May 18, 1961, in Klaipėda, Lithuania, he has dedicated his career to advancing the understanding and implementation of effective governance models. Currently serving as a professor at the Public Administration Institute, Faculty of Public Governance and Business at Mykolas Romeris University, he plays a crucial role in shaping the next generation of policymakers and administrators. His extensive teaching portfolio includes courses for both bachelor’s and master’s students, covering areas such as public administration research methodology, welfare state models, strategic marketing management, and state governance reforms.

Dr. Guogis earned his Doctor of Social Sciences degree in Political Science from Vilnius University in 1993 and later completed his habilitation procedure at Mykolas Romeris University in Management and Administration in 2006. His academic journey has been complemented by an impressive international research career, with extensive contributions across Sweden, Norway, the Netherlands, Great Britain, France, Switzerland, Greece, and Hungary. His work has played a significant role in analyzing and reforming social security systems, public administration, and governance structures in Europe. A prolific researcher, he has authored over 100 scientific publications and participated in numerous EU-funded research projects focused on social policy, democracy, and municipal governance.

Beyond his academic contributions, Dr. Guogis has actively engaged in professional organizations, holding memberships in the Lithuanian Political Science Association, the Lithuanian Sociologists Society, and the International Association of Public and Non-Profit Marketing, among others. He has served on the editorial boards of several prestigious international journals, including ‘International Review on Public and Nonprofit Marketing’ (Springer), ‘Responsibility and Sustainability,’ and ‘Central European Political Science Review.’ His commitment to advancing public administration scholarship has positioned him as a key influencer in the academic and policy-making communities.

Throughout his career, Dr. Guogis has been recognized with numerous awards for his outstanding contributions. Notably, he received the Gabrielė Petkevičaitė-Bitė Commemorative Medal from the Lithuanian Parliament for societally relevant publications and was named the Best Lecturer at Mykolas Romeris University for the 2017/2018 academic year. In 2024, he was honored by the President of the Republic of Lithuania with the Medal of the Order of Gediminas, Grand Duke of Lithuania, for his significant research in social policy and governance.
